Assessor-Treasurer's Office 2009 Achievements
  • Produced the Pierce County Assessor-Treasurer's Investigative Report on September 2, 2009 that exposed an alleged 368,642 forged false entries in to the Assessor-Treasurer's office official records during the years 2001 through 2008. In addition, there were also yearly forged falsified Assessor-Treasurer's office reports to the Washington State Department of Revenue and the Pierce County Budget and Finance in those same years 2001 through 2008.

  • Completed 44,119 Residential and Commercial physical inspections that were scheduled for 2009. Also completed 4,674 of the 15,316 alleged forged falsified physical inspections that were falsely reported as completed in 2008. For a total of 48,793 physical inspections completed in Cycle 2 year, 2009.

  • Sent Notices of Value to every taxpayer in Pierce County, for both real and personal property. In the past only those properties with a change in value received notification.

  • Implemented an electronic workflow process for property tax protest letters that increases efficiency and allows for notification to the taxpayer of receipt of their protest letter.

  • Responded to 916 destroyed property requests which provided property tax relief for those taxpayers that had property that was damaged or destroyed by such things as snow and flooding. With concerted effort by appraisal and tax adjustment teams, the Assessor-Treasurer's office adjusted value on the majority of these properties, so that the affected taxpayers received 2009 tax statements that reflected the adjustment.

  • Successfully completed the Beta test program for filing personal property affidavits electronically.

  • Updated the Assessor-Treasurer's website to include more helpful information for taxpayers, such as Appeal forms and Progress Reports.

UPDATE 10/14/2009 - 9:45 AM:

This office received a response from Governor Christine Gregoire's office where therein it states:

''The Governor's office concurs that the information uncovered by your thorough investigation should be reviewed by the county prosecution to determine if crimes were committed and if charges should be brought against the individuals involved. Since the allegations of misconduct are on the local government level, it is the locally-elected prosecutor's responsibility to take the lead in instigating further action.''

This office will be following the direction set forth in the Governor's office said letter.

I believe it is my job to make sure you receive the very best service possible that meets all of your needs and answers all of your questions honestly.

You will never be an interruption to me or my co-workers in the Assessor-Treasurer's Office. You will never be an outsider in our work in the Assessor-Treasurer's Office; you are the reason for it. You will not be treated as a statistic, but rather as a human being with feelings and emotions. I'm very aware of the difficult economic times at hand, therefore, as your employee, I promise I will do everything within the law and within my power as your Assessor-Treasurer to benefit you, the taxpayer. The Assessor-Treasurer's Office is really your office - we are here to serve you.

By law, all we do at the Assessor-Treasurer's Office is administer tax law and value all property subject to taxes as mandated by the Washington State Legislature. Your actual assessed value is determined by comparable sales - comparing your property with like property that has sold in your area. The only way that law can be changed is by the Washington State Legislature enacting a new law to do so. Until such a time, this office has to follow the law as it is written.
