Pierce County's Policy

Pierce County works to foster:
  • Economic growth and diversification
  • Business development and retention
  • Equal employment opportunity

In accordance with Washington State Initiative 200, and Title VI of the Civil Rights Act of 1964, every effort will be made to ensure nondiscrimination in all programs and activities, whether federally funded or not.

Pierce County's Title VI Plan was updated in 2004 and approved by the Washington State Department of Transportation in September 2005.
Background of Nondiscrimination Policies

A 1989 Disparity Study of the Puget Sound area concluded that discrimination was a pervasive problem in the contracting community. As a result, Pierce County established goals for public contracts of 14 percent for minority-owned businesses, and 8 percent for women-owned businesses.

Passage of Initiative 200 in 1998 eliminated mandatory goal setting for locally-funded projects, but agencies are still required to ensure nondiscrimination in public contracting.
