Impact Fees and Connection Charges Deferral Program
On October 26, 2010, the Pierce County Council adopted two ordinances which defer the payment of Traffic Impact Fees, Park Impact Fees and Sewer Connection Charges until later in the development process.

Both ordinances are based on recommendations from the 
2008 Pierce County Economic Stimulus Report prepared by the Economic Development Division.



Ordinance 2013-78
Allows owners of residential properties being constructed or improved for resale to request a voluntary lien to defer paying the Traffic and Park Impact Fees until a property is sold - but no later than 2 years from the date of building permit issuance, whichever comes first.

Ordinance 2010-67s
Allows owners of residential properties in unincorporated Pierce County to request a voluntary contractual lien to defer paying Sewer Connection Charges until a property is sold - but no later than 2 years from the date of sewer service permit issuance, whichever comes first. It also allows large jobs-producing developments (e.g. with 25 or more full-time employees on-site) to amortize their Sewer Connection Charges for up to 15 years.

When applying for a building permit or a sewer service permit, there is an upfront cost to defer, which includes a non-refundable $250 Lien Administrative Fee and a $75 Lien Recording Fee.
