Local Emergency Planning Committee
The Local Emergency Planning Committee (LEPC) is the coordination and oversight body for hazardous materials located in Pierce County. It is composed of a wide range of community representatives, including those from industry, government, environmental groups, media and first responders, among others. The Committee's mandate, by Federal legislation, is to carry out the requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA). This was part of Title III of the Superfund Amendments and Reauthorization Act of 1986.

The LEPC is tasked with developing local hazardous materials response plans. This includes identifying resources and response capabilities, conducting needs assessments of emergency response personnel and equipment and establishing memorandums of understanding with other agencies regarding hazardous materials incidents.

In addition, the LEPC is the repository of the information reported to them from those companies required to submit information under the requirements of EPCRA. The LEPC must also establish procedures for receiving and processing requests from the general public for information about industries' hazardous materials.

Tier II Reporting
The Pierce County Local Emergency Planning Commission (LEPC), in accordance with the Federal Emergency Planning and Community Right-To-Know Act (EPCRA) or SARA Title III Section 312, requires completion of a 
Tier II - Emergency and Hazardous Chemical Inventory report by all facilities in Pierce County which have reportable quantities of chemicals.

Reports must be submitted by March 1 each year.

Open Public Meetings

Training requirement: Every member of a governing body of a public agency must complete training requirements on the OPMA within 90 days of assuming office or taking the oath of office, and at intervals of no more than four years as long as they remain in office.

This training Power Point is for members of the LEPC to study key components of the EPCRA. Frequency is as stated above.

 Ethanol Emergency Response-Train the Trainer Webinar RFA and TRANSCAER® will be hosting webinar training opportunities titled "Train the Trainer" to members and their emergency response teams. Professional hazmat trainer Richard Miller of the International Association of Fire Chiefs will teach individuals how to train others in ethanol emergency response tactics and procedures. This webinar will take place Wednesday, May 25; Tuesday, July 14; and Wednesday, August 31, 2016 from 1 p.m. to 3 p.m. CDT via WebEx.
