The Application Cycle is now Closed
All applications received between 7/1 and 8/1 will now be transmitted to County Council and the Executive for initiation. The applications that are initiated will be listed on this website at a later date.

Applications for Comprehensive Plan Amendments will be accepted from July 1, 2016 through August 1, 2016.

Information on Process:
  • Applications must be submitted through PALS online permitting system.
  • Applications forms (that will need to be uploaded during the online submittal process) for each type of amendment are available by clicking on the buttons to the right
  • The “Apply Online” button leads to the online permit system, live July 1

Types of Amendments
Urban Growth Area (UGA)/Potential Annexation Area (PAA) Amendment
Propose a change to the designated Urban Growth Area (UGA) or designated Potential Annexation Area (PAA) of any city or town within Pierce County.
Area-Wide Map Amendment
Propose a change to the Land Use Designations Map.
An Area-Wide Map Amendment, unlike a parcel or site-specific land use reclassification, is of area-wide significance and includes many separate properties under various ownerships.

Single-parcel or single-ownership map changes may be appropriate only for correcting technical errors or for applications involving one of four types of planned communities.
Text Amendment
Propose a change to the policies of the Comprehensive Plan text.
Community Plan Amendment
Propose a change to the policies of an adopted community plan included in the Pierce County Comprehensive Plan. Note: Changes to land use designations in a Community Plan area is an Area-Wide Map Amendment.

Community Plans that may be amended in the 2016 amendment cycle include:
  • Alderton-McMillin
  • Anderson and Ketron Islands
  • Browns Point – Dash Point
  • Gig Harbor Peninsula
  • Graham
  • Key Peninsula
  • Upper Nisqually Valley

Applications will not be accepted in the following community plan areas as they are currently under an update process:

You can submit comments proposing land use and policy changes to these Community Plans by visiting the links above.


A $3,000.00 fee for each initiated Comprehensive Plan amendment is required:
  • A non-refundable submittal fee of $500.00 is required at time of application.
  • If the Council approves to initiate the amendment, the remaining $2,500.00 fee shall be required within ten working days after the amendment is initiated by the County Council.

If an applicant fails to pay the required fee, staff will be unable to proceed with the review of an application(s), and this will result in the expiration and cancellation of an application(s).

Note: It is anticipated that the fee for Potential Annexation Area Amendments may be waived for Cities and Towns.
