Chapter 6 summarizes the areas where ESA provided recommendations, that in their opinion would strengthen the package. The determination of whether the whole package (policies, regulations, maps, and the restoration plan) addresses “no-net-loss” will be made by the Department of Ecology when they receive the final submittal.

August 2013 Substitute Proposal Community Development Committee
The Community Development Committee (CDC) of the County Council has been reviewing comments provided by the State department of Ecology on the original Planning Commission proposal. A subset of members from the CDC has been holding public meetings to identify responses to Ecology’s comments. The CDC committee has created a substitute proposal and is sending that proposal back to the Planning Commission for a public hearing on September 24, 2013 at the Pierce County Annex – public meeting room.
The majority of changes have been to Title 18E – Critical Areas and to Title 18S – Shorelines. Because of that, those documents are available on this site in a clean version and a version that highlights, through blue and yellow shading, where changes have been made.
A significant number of the changes are clerical. They involve clarifying citations or moving the original text from one Title to the other. One of the more significant changes has been to require vegetated buffers for new development on any Shoreline. By looking at the MARKED versions of those two Titles you can see where the changes have been made.
