R2009-3s This resolution starts the process for review of proposed amendments to the Pierce County Comprehensive Plan and community plans. It confirms the scope of amendments 'initiated' for review in the 2009 cycle.
All applications received by the council by Jan. 15, 2009 were reviewed for compliance with criteria in the Pierce County Code (title 19C). In addition to the amendments initiated by the Council, the Resolution confirms initiation of amendments submitted by the County Executive and cities and towns.
Types of amendments initiated on March 24, 2009, include:
-Map amendments, changes to land-use designations (and zoning);
-Urban Growth Area (UGA) amendments, changes to the urban growth boundary (and land-use designation and zoning);
-Text amendments, changes to policy language; and
-Community plan amendments, changes to policies, text or maps of community plans.

Ordinance 2009-71
The Pierce County Planning Commission held a series of meetings and public hearings on the proposed amendments to the Comprehensive Plan on June 10, 17, and 24, and July 1, 8, 15, and 22, 2009. The Planning Commission completed its recommendations on the proposed amendments on July 22 and transferred those recommendations to the Council.
Amendments included in the Planning Commission recommendation will be considered by the Council's Community Development Committee on August 31 and September 21, 2009. Public Testimony is encouraged. Written copies may be provided and should include ten copies for distribution to all Councilmembers.
Final Action on the 2009 Comprehensive Plan Amendments is anticipated to occur on October 13, 2009. The public notice containing the Council's anticipated schedule for plan amendment consideration was mailed to interested parties on August 25, 2009.

The Committee's action will require a technical amendment at the Final Council meeting for the 2009 Plan Amendments. This technical amendment relates to Committee Amendment Number 12 (described above) that modifies procedures for Comprehensive Plan Amendments. The technical amendment will update the Title of the Ordinance and revise Section 3 of the Ordinance to reference Chapter 19C.10 'Procedures for Amendments to the Comprehensive Plan.'
Final Council action on the 2009 Comprehensive Plan Amendments is scheduled for October 13, 2009, at 3:00 p.m. in the Council Chambers.

Pierce County Executive Pat McCarthy Vetoed Ordinance 2009-71s on October 28, 2009. The Executive's Veto letter provides an explanation and the rationale for the veto of the 2009 Comprehensive Plan Amendments.

Regulations to implement the 2009 Comprehensive Plan Amendments were considered by the Community Development Committee on April 5, 2010. The Committee forwarded a 'do pass as substituted' recommendation to the full Council for their consideration. Final Council occurred on April 13, 2010.
