The Accounting Division is responsible for expenditure processing, preparation of financial reports, and related fiscal operations of Pierce County. The automated financial system and related interfaces have been developed to assure compliance with applicable laws and regulations, County policies, and governmental accounting standards. The financial system is designed to support proper internal controls, assure accuracy and integrity of data, and produce reliable financial reports.

Primary functions of the Accounting Division include processing of accounts payable and accounts receivable transactions, fund transfers, journal entries, and other general accounting activities. Budget and Finance staff work closely with management and accounting personnel in County Departments to process transactions in an accurate and timely manner.
General Accounting staff maintains the general ledger, subsidiary ledgers, fixed asset system records and completes a variety of reporting and reconciliation tasks. The Chief Accountant acts as a liaison with State Auditor's Office and coordinates the annual audit by SAO and other outside auditors. Accounting staff prepares the annual Comprehensive Annual Financial Report (CAFR), maintains the Budget and Finance Policy and Procedure Manual, and consults with staff in various County departments on related financial matters.
Accounts Payable staff members audit vouchers, issue warrants, and complete a variety of related tasks.

Accounts Receivable staff establish new customer accounts and process Accounts Receivable billings.

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to Pierce County, WA by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR) for the fiscal year that ended December 31st, 2008. Pierce County has received this honor for twenty three consecutive years.

An Award of Financial Reporting Achievement has been awarded to the individual(s), department or agency designated by the government as primarily responsible for preparing the award winning CAFR. This has been presented to Patrick Kenney, Director of Budget and Finance.

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive 'spirit of full disclosure' to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
