MANDATORY ATTENDANCE for all newly funded agencies and new staff responsible for Outcome Based Evaluation (OBE). Please reserve a seat for this basic training by CALLING YOUR FUNDER.
When and Where: Thursday , January 14, 2010, 9 am to noon, in Conference Room A, at Pierce County Community Services, 3602 Pacific Ave, Tacoma 98418. This class is limited to 30 attendees. See above for registration. This three hour course is offered twice yearly to accommodate the January/December or July/June contracting year's calendar. If your program has a completed Data Collection Worksheet, please bring it with you, as well as all the training materials listed below.
Course Goal: To show attendees the essential elements of Outcome Based Evaluation (OBE), and how to complete theSemi-Annual Data Sheets and Data Collection Worksheet (DCW). This introductory class is basic information for people who are new to the OBE process and its related forms.
Course Objectives: Upon completion of the training the attendees will be able to:
- Identify the components of a logic model
- Identify service strategies and stages from Outcomes Catalogue
- Understand the need to quantify indicator success with a measurement tool
- Identify data collection perspectives and appropriate tools
- Understand validity and reliability standards for measurement tools
- Identify data collection process which demonstrates measureable change
- Understand sampling options
- Know the components of the Semi-Annual Data Sheets
- Identify the essential elements of the Data Collection Worksheet

ANNUAL REPORT NOTE: OBE Annual Reports are due either July 31, for alternate reporting cycle agencies or January 31, for calendar year reporting agencies.
DATA REPORTING NOTE: Both cycles will complete the Annual Report's attached data sheets using 12 months of data. Financial information is ONLY submitted once a year on the January 31 Annual Report's attached data sheet or, for alternate cycle reporting, on their January semi-annual data sheets.
TRAINING OPTIONS: Agencies who are beginning the process of Annual Outcome Based Evaluation Report writing or have new staff that need to learn the process should plan to attend all four (4) components of training. The classes are meant to be attended in sequence, and are either optional or mandatory--Optional classes: Data Excel and Brown Bag Sessions, and Mandatory classes: Performance Measures and Writing The OBE Annual Report.
Please download all presentation materials and tools for your perusal and to bring to class. The class goals are described in each. It is suggested that you begin a portfolio of training materials.
BASIC TRAINING: The Annual OBE Report training does not give instruction on the basics of developing an OBE system. If you need help developing your OBE system, please reference the class 'Essential Elements of Outcomes Based Training' listed above.
Registration: The City of Tacoma is the point of contact for registration at: hspc@cityoftacoma.org. Send your Agency and Program name, the email address and phone number you wish to be reached at and the names of the participants. Agencies should plan to send no more than two representatives per program to each mandatory training to ensure that there is space for all. Most classes will be limited to 30 attendees except for the Data Excel class, because only 15 computers are available. If a class is full, requesters may be placed on a waiting list and allowed into the class, if there are cancellations.

2) Mandatory PERFORMANCE MEASURES
- Friday, November 13, 2009, 9am to noon, in Conference Room A, at Pierce County Community Services, 3602 Pacific Ave, Tacoma 98418. The class is limited to 30 attendees. See above for registration.
- Please bring your program's most current Logic Model and Data Collection Worksheet, or at a minimum, a list of the program's outcomes and indicators.

3) Mandatory WRITING THE OBE REPORT
- Thursday, December 3, 2009 from 10 am to 1 pm, in the Council Chambers, at Lakewood City Hall, 6000 Main Street SW, Lakewood 98499. This class is limited to 30 attendees. See above for registration.

4) Optional BROWN BAG (You may bring your lunch, as no food or beverages will be provided.)
- This is an informal OBE annual report discussion on: Wednesday, January 13, 2010 from 11 am-1 pm, in Conference Room A, at Pierce County Community Services, 3602 Pacific Ave, Tacoma 98418. This discussion is limited to 30 attendees. See above for registration.
- Bring your most current annual report and rating for peer and OIC mentoring. There will be time for Q&A near the end of class, so bring program specific questions and any documentation that is helpful.
- This class is for every agency that wants to learn from others. Peer mentoring is the focus, so this is a time to share information about your successes and improved processes. Programs who have participated in peer review in previous cycles have reported a significant improvement in their understanding of the annual report, so particpation is strongly encouraged.
- Agencies that are in the transitional program should bring a practice annual report, if they are at that stage of transition.
- There are no resource materials for this class. The topics for the agenda are set by participants.
