Consolidated Plan 2010-15
Pierce County, Washington's Consolidated Plan for fiscal years 2010 through 2015 is a strategic planning document that will inform and drive the community's response to the housing, community development, and economic development needs of its low-income residents and of the cities and towns that comprise the county consortium. The county's 5-year plan details to the public and the U.S. Department of Housing and Urban Development the funding context for grant activities during that period.

Citizen Participation Plan 2010
Pierce County is required by law to have a detailed Citizen Participation Plan, which contains the County's policies and procedures for public involvement in the Consolidated Plan process and the use of Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Shelter Grant (ESG) funds. This Citizen Participation Plan must be available to the public. Pierce County submitted the plan to HUD in May 2010.

Substantial Amendment to the Citizen Participtation Plan - Funding Cycle
This Substantial Amendment to the Citizen Participation Plan is to announce moving from a one-year funding cycle to a two-year funding cycle for CDBG public service and ESG activities.

Analysis of Impediments to Fair Housing 2010
The Analysis of Impediments to Fair Housing Choice (AI) is required by the U.S. Department of Housing and Urban Development (HUD) of all state and local governments that receive housing and community development funds from the following programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA). Pierce County currently receives CDBG, HOME and ESG funds. In addition to the identification of each impediment, each jurisdiction is required to develop methods to address the issues that limit the ability of residents to rent or own housing regardless of their inclusion in a protected class.

One Year Action Plan 2012
Pierce County Department of Community Connections is required by the Department of Housing and Urban Development (HUD) to submit a One Year Action Plan that details how Pierce County will allocate funds from the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME, to accomplish the goals and objectives set forth in Pierce County's 2010-2015 Consolidated Plan.

One Year Action Plan 2011
Pierce County submitted the 2011 One Year Action Plan to HUD by May 13, 2011 for approval. Community Development anticipates a Substantial Amendment to the 2011 One Year Action Plan once HUD releases the Final 2011 Community Development Block Grant and Emergency Shelter Grant allocation amounts. The Substantial Amendment to the 2011 One Year Action Plan could occur between the months of June and August. Substantial Amendment to the 2011 One Year Action Plan - Special Needs Housing
This Substantial Amendment is to announce the reprogramming of program income in the amount of $472,391.33 and unallocated public facilities dollars in the amount of $27,608.67 for a total amount of $500,000. Pierce County will reprogram these funds to the Community Development Corporation (CDC) to acquire and rehabilitate two houses for special needs population.

Substantial Amendment to the 2011 One Year Action Plan - Community Action
This Substantial Amendment is to announce a reduction in the total amount awarded to Community Action, a revision of the amount of CDBG dollars funded for each of three activities (Careers, Childreach and ECEAP), and to announce that an additional program, Healthy Families, will be funded with CDBG dollars and administered by the Pierce County Community Action Agency.

Substantial Amendment to the 2011 One Year Action Plan - ESG Second Allocation
On January 27, 2012, the Department of Housing and Urban Development (HUD) announced the amounts of the second allocation of FY2011 Emergency Solutions Grant (ESG) funds. In order to receive funds, the Pierce County Department of Community Connections is required by HUD to submit a Substantial Amendment to the FY 2011 One Year Action Plan that details how Pierce County will allocate the ESG funds, to accomplish the goals and objectives set forth in Pierce County's 2010-2015 Consolidated Plan.

Substantial Amendments to the 2008 One Year Action Plan

Community Development Block Grant Recovery (CDBG-R) Program

Pierce County is eligible to receive Community Development Block Grant Recovery (CDBG-R) funds in the amount of $800,889 through the American Recovery and Reinvestment Act. In order to receive these funds, Pierce County is required to submit a substantial amendment to the county's 2008 One Year Action Plan. These activities will be funded once the amendment is approved by the Department of Housing and Urban Development (HUD) and funds are contracted between HUD and Pierce County. CAPER (Consolidated Annual Performance and Evaluation Report) 2010
Pierce County annually receives four grants from the U. S. Department of Housing and Urban Development (HUD). Each grant is principally provided to assist low-and moderate-income individuals, families, and communities. The grants are: Community Development Block Grant (CDBG); Emergency Shelter Grant (ESG); and Home Investment Partnership (HOME). As a condition of each grant, Pierce County is to submit to HUD annually, on or before September 30, a report of its performance and accomplishments under those grants.
