Councilmember Joyce McDonald was elected to represent the people of Council District 2 in November 2008. District 2 includes the communities of Puyallup, Sumner, Fife, Edgewood, Milton, Pacific, Lakeland Hills, Browns Point, Dash Point, Northeast Tacoma, and the Port of Tacoma.

Before being elected to the County Council, Joyce spent five terms in the Washington State House of Representatives. She served as ranking member of the Capital Budget Committee and a member of the Trade & Economic Development, Appropriations, and Juvenile Justice & Family Law committees. She was twice recognized by the Washington State Council of Police and Sheriffs as Legislator of the Year for providing increased school safety, tighter sex offender laws, and tougher drunk driving and meth-lab penalties. Joyce also was named a 2007 Woman of Influence by The Business Examiner.

She graduated magna cum laude from Northwest College with a degree in organizational management and received the Distinguished Alumni Award from Pierce College. She has been actively involved in her community as a member of Main Street Association and the Chamber of Commerce. Joyce served as PTA and Youth Center president, kids' soccer and softball coach, and a foster parent and parent aid.

Joyce was born and raised in Scotland, is a passionate naturalized American and demonstrates a great love of country in every challenge she undertakes. Joyce and her husband Gary have four grown children and 10 grandchildren who all live in Pierce County. Joyce is committed to making Pierce County a great place to live, work, and raise a family.
