- In November 2006 and December 2006, Washington State had two declared disasters for Major Flooding and a Windstorm. Based on these two disasters there was money available for jurisdictions to either apply for Hazard Mitigation Project Funding or Hazard Mitigation Planning Funding.
- In July 2007 MultiCare Health System applied for Planning Funding with the assistance of Pierce County Department of Emergency Management (DEM) to develop Natural Hazard Mitigation Plans for all health organizations in Washington State Health Region 5. The application was for $150,000 with a Federal Match of $112,500, a State Match of $18,750 and a Local Match of $18,750.
- In Summer of 2008, Washington State Emergency Management Division published a list of Planning Applications that had been forwarded to FEMA. There was a delay in the Process due to multiple disasters hitting Washington State and a slow ramp of staffing.
- In Fall of 2008, Washington State Emergency Management Division awarded Grants for DR-1682 the December 2006 Windstorm (Hanukkah Windstorm).
- In December 2008, Washington State was hit with another disaster, a snow disaster (DR-1825). This delayed the executing of all the grants.
- In January 2009, Washington State was hit with another disaster, a flood disaster (DR-1817). This delayed the executing of all the grants.
- In April 2009, Washington State was hit with H1N1 (Swine Flu), impacting all of the State and in particular the Health Care Community.
- Later in April 2009, Grant Number E09-189 was executed by Washington State Emergency Management Division and MultiCare Health System.
- In June 2009, MultiCare Health System developed a contract with Pierce County DEM to facilitate, coordinate, and develop the Region 5 Health & Medical Mitigation Plan.
