Pierce County Department of Emergency Management has coordinated the development of Phase II of the Region 5 Hazard Mitigation Plan for 12 jurisdictions within the county. This opportunity was made possible by a grant obtained through the Hazard Mitigation Grant Program (HMGP) that is funded by the Federal Emergency Management Agency (FEMA). The grant was awarded as of October 1, 2008.

The Planning Team, made up of representatives of all 12 jurisdictions and Department staff divided the County into three geographical workgroups: Western; Central; and Eastern. Public Official's Meetings have been held with each jurisdiction to assure the direction and support of this planning effort. After two general meetings, each group began meeting separately in their geographical areas as follows:

  • Western Group - Herron Island Management Company, Raft Island Improvement Association, and Taylor Bay Beach Club
  • Central Group - Riviera Community Club, Town of Steilacoom, Town of Carbonado, Pierce Transit, Metro Parks, Spanaway Water Company, and University of Puget Sound
  • Eastern Group - Crystal River Ranch Association, and Crystal Village I-III

Each group met regularly (usually monthly) to share data and develop profiles, identify infrastructure, and develop hazard risk assessments.

Final Plans were submitted to the State of Washington Emergency Management Division and to the Federal Emergency Management Agency. After their approval the plans have been adopted by resolution by each participant and are in effect.

The grant opportunity comes through the Hazard Mitigation Grant Program (HMGP), and follows the Federally declared disaster for the December 2007 Floods/Severe Storms(DR-1734). The grant provides technical and financial assistance to States and local governments for cost-effective pre-disaster hazard mitigation activities. These activities reduce injuries, loss of life, and damage and destruction of property. FEMA provides grants to States and Federally recognized Indian tribal governments that, in turn, provide sub-grants to local governments (to include Indian Tribal governments) for mitigation activities such as planning and the implementation of projects identified through the evaluation of natural hazards. The grant requires a 12.5% local match.

A 12.5% local match has been provided via 'in-kind' services, to include jurisdiction employee time allocated to plan development. Each Plan addresses the natural hazards to which the County is vulnerable (e.g. earthquakes, floods, volcanic, wind storm, tsunami, etc.) and outlines a strategy for each jurisdiction to mitigate the effects of those hazards. The 44 CFR Part 201.6 Hazard Mitigation Planning, establishes requirements for state, tribal, and local hazard mitigation planning. All jurisdictions must have a FEMA-approved and locally adopted Plan in order to be eligible for certain future mitigation funding.
