The custom software products described on this page have been developed jointly by County Departments that use the software to provide services to the citizens of Pierce County, and by the Pierce County Information Technology Department.

Pierce County Planning and Land Services
PALS Plus PALSPlus is a custom designed client server and web application that will replace PALS current permitting system DCIS.
PALSPlus tracks building, planning, reviewing and inspection activities. In addition it provides interactive Graphical User Interface screen, document management, and a robust reporting system.
This solution provides easy access to data, better communication among departments, and better service for citizens.
An interactive voice response system (IVR), provides customers with access to permit and inspection services. The PALS staff and citizens can request, check, and verify permit applications and inspections from a touch-tone phone.
This information is also provided in our on-line Permit Information System. This is our web application that will allow users to view applications, reviews and inspection status. As well as allow users to schedule and cancel inspections, apply for and pay permit fees, unpaid balances and re-inspection fees over the internet.

Pierce County Human Services
Crisis Services The County Mental Health team uses the Crisis application to manage clinical and consumer data for mental health consumers in crisis. The application also provides reporting in mental health services to DSHS.
Aging Information Management (AIM) Aging and Long Term Care uses the AIM application to track consumer services, consumer demographics, and case management and to provide reporting for state and national requirements.

Pierce County Assessor-Treasurer
Electronic Property Information Profile (EPIP) EPIP provides web access to selected tax and parcel information for the public.
Realware/Ascend Assessor's Link (RASCAL) RASCAL provides web access to specialized reporting and tracking for the Assessor-Treasurer's office. It combines data from the Realware appraisal database and the Ascend tax and assessment database.

Pierce County Budget and Finance
DOLFIN (Distributed On-Line Financial) DOLFIN provides all Pierce County Departments with an on-line system for submitting Purchase Requisitions, Purchase Orders, Contracts, Vouchers and Expense Claims to the Budget and Finance Department. It also features electronic review paths, electronic approvals, document scanning, budget inquiries, electronic faxing, bid pricing, vendor payment printing and an automated financial system interface.
Checkbook Checkbook allows users to enter deposits, disbursements, and the ability to perform on-line reconciliation.
Program Accountability Reporting (PAR) Electronically tracks State, Federal and Local grants reconciliation data required for the preparation of annual audit reports.
Records Center Allows quick and accurate referencing of off-site stored boxes/files for County departments and provides a history of all activity.

Pierce County Information Services
Information Services Database (ISDB) ISDB is County-wide computer software/hardware inventory and associated cleaning/repair records.
TRAIN TRAIN allows management of internal training programs including functions for registration, class evaluation, student transcripts and billing.
MyIT MyIT allows staff to enter information about how they spend their time each day. This information is used for charge-back reporting, project hours allocations and management analysis.
PERSON PERSON assigns unique login names, tracks system access, and provides billing information for users of Pierce County's various applications and systems. It is also a resource for providing name and login data to other applications and for publication of phone numbers for County employees.

Pierce County Public Works/Utilities
Improvement District (IDist) Parcels within Improvement Districts (sewers, streets, etc.) are managed, billed and reported to Budget and Finance.
Surface Water Management (SWM) County parcels subject to the Surface Water Management tax are managed by drainage basin. Billable components are used to compute the tax charges that are uploaded to tax statements annually.
Time and Material Billing (TNB) Time spent by engineers and staff as well as equipment and materials are tracked and managed. They are then converted into charges and billed back to the customers and contractors that utilize these resources by the Department of Utilities.
Construction Fund Management System (CFMS) Construction fund tracking by project using road number, beginning milepost, and ending milepost. Includes reporting for state and federal requirements.

Pierce County Human Resources
Recruitment and Applicant Management System (RAMS) RAMS tracks all parts of the County hiring process from the initial job opening request through the recruitment process and arrival of applications to producing ranked candidate lists and showing final hired information.

Pierce County Prosecuting Attorney, Assigned Counsel and Superior Court
Legal Information Network Exchange (LINX) LINX is currently used to manage criminal cases at the Superior Court level. LINX is being enhanced to incorporate Civil, District Court, and Juvenile Court cases. Each department has their own application working with the shared data; stringent security assures that each department protects their own confidential information.

Pierce County Facilities Management
Maintenance and Management (MNM) MNM tracks preventive maintenance and all work order requisitions performed by maintenance employees.
Spaceman Space Management SpaceMan provides square footage of office space used by County departments that occupy owned and leased facilities. Also tracks leases associated with office space providing information relating to lease term, rates, etc.

Pierce County Office of Communications
Internet Content Editor (ICE2) ICE2 is used by all county departments to publish information to the County's internet site. The intent of the tool is to create an easy to use method of publishing internet content that creates a common look and feel to the Pierce County's Internet site.
