Mission Statement:
The mission of the Surface Water Management Division is to be a responsive service organization that efficiently addresses flood control, water quality, and the preservation of natural drainage systems.
Surface Water Management Utility Service Charge:
Pierce County Public Works and Utilities is responsible for surface water management in unincorporated Pierce County. In 1988, the Pierce County Council established the Surface Water Management (SWM) Utility as a division of the Public Works and Utilities Department.
The County Council established a per parcel service charge dedicated to fund the services SWM provides. The service charge is similar to other charges for services such as sewer, local fire districts and library services.
