Word on the Street: Improvements to 198th Avenue East Corridor (from 104th Street East to 144th Street East)

What's Happening
Pierce County and Cascadia Development Corporation are improving 2 1/2 miles of 198th Avenue East between 104th Street East and 144th Street East (CRP's 5674, 5675, 5676). The project will be built in phases to provide improvements required of the Cascadia development and also accommodate future widening by Pierce County.

The initial, or Phase 1, project by Cascadia Development Corporation will:

  • Construct the roadway consisting of 2 to 3 lanes between 104th Street East and 120th Street East and 4 to 5 lanes between 120th Street East and 144th Street East.
  • Construct traffic signals at 104th Street East, Rhodes Lake Road East and 120th Street East.

Future phases by Pierce County, depending on traffic growth, will:

  • Widen the roadway to 4 to 5 lanes between 104th Street East and 120th Street East.

September 2009

  • Engineering: Cascadia Development Corporation is continuing with the design of the initial Phase 1 projects which include: design of the roadway, lighting, traffic signal systems, storm drainage system and stormwater treatment facilities.
  • Land: Right-of-way plans for the roadway between 104th Street East and 120th Street East were completed in August 2007. Appraisals for the needed property and easements are being completed. Right-of-Way plans are being drafted for the roadway between 120th Street East and 144th Street East.


  • Jan. 2006 - Jan. 2010: Finalize Phase 1 design and environmental documentation.
  • Aug. 2007 - Jan. 2010: Acquire right-of-way.
  • Spring 2009: Cascadia plans to overlay 198th Avenue East (south of 120th Street East only) to support opening of the Cascadia Development. The schedule for the opening of the Cascadia Development is subject to market conditions.
  • Spring 2010: Cascadia Development to begin Phase 1 construction.
  • 2010 and beyond: The schedule for future phases has not been determined at this time.
