On June 24, 2008, the Pierce County Council passed Ordinance No. 2008-28s establishing a new arterial corridor from the east limit of 128th Street East to Falling Water Boulevard East. The purpose of the new arterial corridor is to improve east-west mobility in the plateau area south of Bonney Lake and east of the Puyallup River (referred to as the Orting Plateau). This new corridor would offer a viable alternative to the existing Rhodes Lake Road, which is not designed to accommodate the higher volumes of traffic associated with the new residential and employment growth that is planned to occur on the Orting Plateau.

This has been a collaborative effort. Three open houses were held to gather public comment. A Project Leadership Team (PLT) representing several jurisdictions met regularly to discuss and help guide the project. The PLT include:

The PLT considers all the information and determines the direction of the study. Community comments and planning data were analyzed by the PLT using specific evaluation criteria to narrow the considerations from 31 to 3 'build alternatives.'
