What is a Litter Credit?

A Litter Credit waives landfill disposal fees up to $125 for:

  • Victims of illegal dumping (residential property)

  • Community cleanup programs (neighborhoods, parks, beaches, etc)

  • Resolution of an active solid waste violation (through Tacoma-Pierce County Health Department)
Eligibility
You must meet the following criteria to be eligible for a Litter Credit:
  • The affected property is in unincorporated Pierce County

  • You will clean up the property yourself or provide the labor for the cleanup

  • No recyclables

  • You will coordinate transportation of debris to the nearest disposal Facility
    * West of the Narrows Bridges to the Purdy Transfer Station
    * East of the Narrows Bridges to the Hidden Valley Transfer Station

  • You must provide a copy of a valid driver's license and proof of automobile liability insurance for the person transporting waste to the disposal Facility

  • Clean up must take place within 45 days of the date the Litter Credit is issued

Litter Credit requests are made on behalf of the property owner by a Pierce County Responds staff person investigating reports of illegal dumping on residential property

A Litter Credit is a one-time only assistance program; future solid waste violations at the property may be cause for enforcement action.

How Does it Work?

If you are eligible for a Litter Credit you and a Pierce County Responds staff person will complete a Litter Credit Request Form.

Staff from Pierce County Responds or the Tacoma-Pierce County Health Department inspect the property and catalog the materials to be disposed of.

These materials are not eligible for the Litter Credit:

  • Waste generated by a business or industry
  • Yard waste, brush, leaves, and limbs
  • Automobile hulks
  • Hazardous wastes, chemicals, and paint
  • Infectious and/or medical waste
  • Asbestos, industrial sludge, and industrial ash

The completed Litter Credit Request Form is submitted to Pierce County Responds for review.

If approved, you'll receive a letter authorizing disposal of the waste. This letter must be presented at the disposal facility.

After disposal, the property may be reinspected, and the enforcement case, if any, may be closed.
