Deputy Phil Bernal, as the Transportation Deputy at the South Hill Precinct, has a positive attitude and willingness to assist other deputies without being asked or directed. Corrections Officer Don Carn & Corrections Sergeant Patti Jackson
Officer Don Carn, as the General Maintenance Officer for the Corrections Bureau, has earned the respect of his fellow officers by his hard work, dedication, and outstanding contributions. He has performed his duties in a conscientious and detailed manner - always with an eye to what is best for his fellow officers. Officer Carn has assumed extra responsibilities and has worked incessantly to improve the body armor program; fire evacuation procedures; emergency key inventory, deployment and use; and the operations and procedure manuals.
Corrections Sergeant Patti Jackson, as the Programs and Services supervisor, has distinguished herself in an exemplary fashion. In addition, she was responsible for the transition to new commissary and food services vendors, the bumper guard project, a major kitchen remodel, cleaning and painting of both facilities, development and implementation of the inmate incentive program, and served as Public Information Officer for the Jail. Despite this demand on her time and energy, she kept a positive attitude and maintained her high standards and integrity.

Community Services Officer Sandi Estep
Community Services Officer Sandi Estep, as the face of the Department at the front reception desk at the County City Building, provides assistance to the visitors to Administration in a pleasant and courteous manner. She refers the public to various courtrooms and offices and assists with the registration of sex offenders without complaint. CSO Estep directs incoming calls for the Department to the appropriate area for response and dispatches the Court Security deputies to disturbances in a calm, efficient manner.

Reserve Deputy Jamison Oishi
Reserve Deputy Jamison Oishi, as a Reserve Deputy in the City of University Place, has distinguished himself as one of the most active reserve officers by putting in over seven hundred hours of volunteer work. He is an aggressive officer who takes his job seriously and in 2008 may have arrested more intoxicated drivers than most deputies in the Department. His fellow officers are confident in his abilities. He is dedicated and committed to serving and protecting the community.

Volunteer Ed Hrivnak & Volunteer Terry Farning
Volunteer Ed Hrivnak, as a volunteer pilot with the Air Operations Unit, has distinguished himself as a selfless supporter of the unit. He has volunteered nearly four hundred hours with over 68 hours as the pilot in command on missions and training flights. He was instrumental in the reactivation of the unit by offering his expertise derived from his past experiences with search and rescue and as a firefighter and pilot as well as his willingness to handle a variety of roles. He was instrumental in partnering with Fire, Search & Rescue, Department of Emergency Management and the Regional Aviation groups to better serve the community.
Volunteer Terry Farning, as a volunteer with the Special Investigations Unit, has distinguished himself by gathering information into a database which has enabled the unit to pursue crimes involving metal theft/recycling and meth manufacturing. He has volunteered over eight hundred hours for SIU and is a member of the Citizen Speed Watch and a Crime Prevention lecturer as well. His attention to detail and the ability to identify other misdemeanor and felony crimes enables the members of the unit to actively investigate their cases.

Cadet Michael Cooke, as a Cadet Lieutenant, has distinguished himself by volunteering over one hundred hours of service to his community. He has shown tremendous growth since joining the program and has stepped up to provide leadership as a Lieutenant. Cadet Cooke shows his pride and integrity through his commitment to making the program better - not just good - but the best and sets the bar high for himself as well as his fellow Cadets. Members of the community have praised him for his professionalism.

Deputy Prosecuting Attorney Grant Blinn has distinguished himself as an excellent Prosecutor. DPA Blinn has consistently demonstrated a superior work ethic, exceptional knowledge and is open to suggestions. DPA Blinn has proven time and time again to be an un-flappable prosecutor whose ability to stay on point in the courtroom has resulted in justice being served. Lastly, DPA Blinn has a sense of humor and is a team player in the criminal justice system.

LESA Dispatcher Durand Dace has distinguished himself as an outstanding dispatcher and sets the standards for other dispatchers. He consistently goes the extra mile and researches the information that he passes along.
