The Community Assistance & Public Education (CAPE) program provides assistance to communities organizing a neighborhood clean-up.

How does the CAPE Program work?

  • Pierce County Responds staff will coordinate with your community representative to arrange a meeting with you and your neighbors to discuss our assistance programs (described below).
  • At that community meeting, our staff will answer questions about waste disposal, storage and recycling, provide handouts, and discuss County rules and regulations related to land use and junk vehicles.
  • A community cleanup day will be established, and Pierce County Responds will return and issue paperwork to assist in the removal of trash and junk vehicles from properties in your neighborhood.
  • This is a voluntary program.

Assistance Offered:

The following programs may be available to qualified properties:

  • Litter Credits: A credit at a designated facility to dispose of approximately one ton of trash. Landfill fees are waived.
  • Junk Vehicle Affidavits: A Junk Vehicle Affidavit (JVA) can be used in place of a title to have a junk vehicle(s) removed from your property. Hulk haulers will not remove junk vehicles if you do not have either a title or a JVA.
  • Cooperative Abatement: financial assistance available to pay half of the tow fee, when charged.
