Landfill Capacity Analysis Background:

Policy 6.1 of the Supplement to the Tacoma-Pierce County Solid Waste Management Plan requires a backward-looking review and forward projections to determine if accepting more than 100,000 tons of garbage per year from the City of Tacoma would negatively impact the amount of landfill capacity available to Pierce County in the LRI Landfill.

Paragraph 4.5.2 of the Pierce County - LRI Waste Handling Agreement requires annual production of a report documenting remaining capacity and site life at the LRI Landfill. This report includes site-life projections based on historic tonnage receipts and growth scenarios.

Pierce County determined LRI would satisfy both requirements through one report, which the County received during the 4th quarter of 2010 and deemed complete in the 1st quarter of 2011.

Conclusions:

  1. Accepting more than an average of 100,000 tons per year from Tacoma will not negatively impact LRI's ability to accept County waste through December 2019.
  2. An assessment of future disposal needs based on the goals of the Tacoma-Pierce County Solid Waste Management Plan predicts the LRI Landfill can remain open in its current configuration until 2037; and until 2048 with full build-out of all permitted cells.
  3. Transporting 25 percent of the waste generated across the County to a landfill outside Pierce County would extend capacity until 2047 under the current configuration; and until 2061 with full build-out.
