If you have constructed a storm drainage system to control the stormwater runoff from your developed property, and the system is properly constructed and maintained, you may apply for a credit. Participation in the credit program can reduce SWM Utility Service Charges by as much as 85%.

To receive a reduction of SWM Utility service charges, the applicant must:

  • Submit an application between January 1st and October 1st to receive credit for the following year. A complete application packet must be received no later than October 1st. Applicants are encouraged to submit as early in the year as possible.
  • Submit approved as-constructed plans, calculations, and the operations and maintenance manual for the site's drainage system. All three documents must be stamped and signed by a licensed engineer.
  • Certify that the system is constructed and functioning as designed. Re-certification is due annually by the owner, and every 5th year by a licensed engineer.
  • Perform the required maintenance to keep the system functional, including periodic self inspection and the development of an annual maintenance log.

Credit Re-certification

Your re-certification notice will be mailed to you in August by the SWM billing department. Re-certification applications and the annual maintenance log must be received no later than October 1st. If you do not receive your notice, please call the SWM billing department at 253-798-4020.

Right-of-Entry Agreement - DO NOT RECORD THIS DOCUMENT UNTIL YOU'RE NOTIFIED THAT YOUR CREDIT APPLICATION HAS BEEN APPROVED.
