The Water Quality section performs a number of functions relating to preservation of the beneficial uses of surface waters. The primary function of this group is to coordinate and support County actions in compliance with the National Pollutant Discharge Elimination System (NPDES) stormwater permit held by the County. This involves coordination between County departments that have a role to play in implementing the programs outlined in the permit. Personnel also participate in development and review of legislation at the local, State and Federal levels.

In support of the County's Capital Improvement Program which constructs large regional stormwater facilities, the Water Quality group provides pre-and post construction flow and groundwater monitoring, as well as soil and sediment monitoring where deemed necessary. We also provide sampling and monitoring services to the Road Maintenance and Transportation departments on an as needed basis. Technicians also respond to citizen concerns by investigating potential problems, and inspect businesses and industries for compliance with local laws which require that nothing but unpolluted stormwater enter the County's stormwater system. Technicians also inspect all major private stormwater systems installed since 1997 under the Maintenance Agreement Program, and in 2005 will begin inspecting systems built prior to 1997..

Since 2003 the County has planned for the arrival of West Nile Virus (WNV) in the area. Water Quality personnel coordinated with local and state health agencies and developed a strategy for dealing with mosquitoes in County stormwater facilities.

This permit for the discharge of stormwater is mandated by the Federal government, and administered by the Washington State Department of Ecology. It provides requirements that the County must meet in order to stay in compliance. The first permit was issued to the County in 1995, and was extended indefinitely in 2000. As part of compliance, County personnel developed a detailed Stormwater Management Program (SWMP) which fully outlined actions to be taken by the County over the 5 year period of the permit. These actions include:

  • Water quality monitoring
  • Education
  • Operation and maintenance practices for roads, stormwater structures
  • Illicit discharges ordinance
  • Development and adoption of stormwater design manual
  • Inspection of businesses and industries
  • Use of Best Management Practices to prevent stormwater pollution
  • Capital Improvement Program to build regional stormwater facilities

Pierce County is currently working with Ecology in the development and implementation of the next permit, which should be issued in 2004.

Q. Where do I find information on the West Nile virus?
A. West Nile virus is a mosquito-borne virus that can cause encephalitis (an inflammation of the brain) or meningitis (an inflammation of the lining of the brain and spinal cord) in humans and animals.

The risk of contracting the virus from a single mosquito bite is extremely low. In areas where mosquitoes may carry the virus, less than 1% of them actually do. Only certain species of mosquitoes carry the virus and very few mosquitoes are actually infected. Less than 1% of people bitten by infected mosquitoes become severely ill.

The Tacoma-Pierce County Health Department and the Washington State Department of Health are coordinating surveillance activities designed to provide early detection of West Nile virus.

Preventing mosquito bites and reducing mosquito-breeding habitat around your home are the best ways to protect your family. You should empty containers that hold standing water, such as old tires, buckets, and planters. Also, change the water in your birdbaths, fountains, wading pools and animal troughs weekly, and clean out your rain gutters so that they drain properly.

Do not fill or alter bodies of water that might be regulated by local, state, or federal governments before checking with them. The County program emphasizes mosquito habitat reduction through proper maintenance of the stormwater drainage facilities we manage. Elements of the strategy include doing an inventory of County facilities that hold water during mosquito season, maintaining facilities to reduce breeding habitat where possible, preparing a monitoring and sampling strategy in compliance with permit conditions, sharing information with Tacoma-Pierce County Health Department and the Washington State Department of Health, and applying larvicides as needed to control mosquito populations. A natural bacterial larvicide, Bacillus thurengiensis israelensis (known as Bti), will mainly be utilized in areas tributary to natural waters to prevent harm to aquatic insects which may serve as salmon food. Other larvicides may be used in closed depressions. Pierce County will not be treating wetlands or other natural waters, as these can contain predator species of insects and fish that can feed on mosquito larvae and adult mosquitoes.

Poorly maintained private stormwater drainage facilities can increase breeding sites for mosquitoes in your community or property. Owners of private stormwater drainage facilities can request a courtesy inspection of their system to insure proper operation by contacting Pierce County Surface Water Management at (253) 798-2725.
