18-002-HMLS-HELP Homeless Empowerment Labor Project (HELP) Request for Proposals (RFP) The County is soliciting proposals from eligible, qualified, and interested organizations to establish and operate a Homeless Empowerment Labor Project (HELP) for persons experiencing homelessness. Inspired by the success of similar projects in Albuquerque, NM, Denver, CO, and Seattle, WA, Pierce County seeks to fund a project that will assist persons experiencing homelessness and provide opportunities for meaningful work that will benefit those persons, the County, and the community as a whole. The HELP project will work very closely with the homeless crisis response system to assist persons experiencing homelessness regain employment and move to permanent housing.
