Revocation of Conditional Use Permit: CP5-96 (Mount Rainier at Park Junction)

Request: In 2000/2001, the County Hearing Examiner, after public hearings, approved a Conditional Use Permit (CP) to allow the development of a 440-acre master planned resort consisting of an 18-hole golf course, 270-room lodge, 500-person conference center, tennis center, swimming pools/spa, restaurants, 300 condominiums, 20,000-sq. ft. retail center, 120 employee housing units, train station, interpretive center, and sewage plant. In 2005, court appeals concluded. Since then, the Examiner has held three status hearings. The last occurred in 2019, and the owner has a pending court appeal. However, due to the lack of progress (the resort remains unbuilt aside from logging in 2004, and construction of some wetland mitigation in 2020), the County is seeking that the Examiner revoke the CP. If the Examiner approves the revocation, the project will terminate/end (unless successfully appealed). Revocations are addressed in Section 18.150.050, Title 18, Pierce County Code. For this public hearing, the purpose is ONLY to consider whether the revocation meets the criteria in that section. The hearing is not to consider whether the project should have been approved in the first place, potential impacts of the project, etc.
The site is zoned Rural 10 (R10), Rural 40 (R40), and Agricultural Resource Land (ARL), within the Upper Nisqually Valley Community Plan area, and Residential Shoreline Environment, located and abutting the north side of SR-706 (where the railroad crosses the highway and Nisqually River), halfway between Elbe and Ashford, and 11 miles from Mt. Rainier National Park, in Sections 23, 25, and 26 of T15N, R5E, W.M., in Council District #3.
