Man Charged with Sexual Assaults

TACOMA, WA - Today Pierce County Prosecutor Mark Lindquist charged Mark Allen Raney with two counts of rape in the first degree, two counts of kidnapping in the first degree, and one count of robbery in the first degree. Investigators say Raney sexually assaulted two women at knifepoint after offering a ride home.

Police are investigating whether Raney could be responsible for other, similar attacks over the past few months.

“Anyone who knows anything about these incidents or similar incidents should contact the Tacoma Police Department,” said Prosecutor Mark Lindquist.

On September 1, 2018, at approximately 1:10 a.m. Tacoma Police Officers responded to a Domino's Pizza located on Pacific Avenue regarding a sexual assault that occurred within the previous three hours. Officers contacted K.F., who said that at approximately 10:10 p.m. she had been at a nearby Chevron Gas Station with a friend, waiting for a ride. A tan colored Chevy Tahoe or Suburban parked nearby and was occupied by Raney, a white man in his 30's, dark hair in a "spiky" hairdo, medium build. The man started a conversation with K.F. and after learning that she needed a ride, he offered to drive her home.

K.F. got into the vehicle with the man. K.F. said Raney turned into a residential neighborhood and stopped the vehicle, pulled out a folding knife. K.F. said Raney told her to unbutton her shirt, which she did, while he was still holding the knife to her. K.F. says he then told her to remove her pants and underwear, which she did. K.F. said something to the effect of "do what i tell you to do and you'll be fine." K.F. stated that the Raney then removed his pants, and while holding the knife to her, forced her to perform oral sex on him.

When it was over, K.F. says Raney forced her from the car and drove away.

K.F. was able to give officers a good description of the suspect and his vehicle. Later that night officers found Raney at his home and he was arrested. In his possession officers found another woman’s ID. She’s identified by the initials M.C.R.

Officers located M.C.R. She said on August 5, 2018, she was walking on Portland Avenue East when she was approached by a beige Chevy Suburban. M.C.R. said the driver leaned over the passenger seat toward her as she stood outside of the car, and produced a 5-6-inch folding knife and told her to get in the car. M.C.R. said the suspect said he was going to drive to a spot where no one would see them and stated that he goes there all the time. M.C.R. said he drove to a spot and parked. M.C.R. said he held the knife to the front of her neck and told her "don't try anything." M.C.R. stated that the suspect demanded that she take off her sweatshirt and pants and forced her to perform oral sex on him. She says he held the knife to her neck the entire time.

Officers noted that K.F.'s description of the suspect, the vehicle and what occurred fit the description of four other incidents in the city of Tacoma over the last few months, three of them occurring recently.

Bail is set at $1,000,000.00.

Charges are only allegations and a person is presumed innocent unless he or she is proven guilty beyond a reasonable doubt.
